The announcement should have appeared in the London Gazette in July 1952, but I can't immediately find it. The Gazette site isn't the easiest to search, but you need to select the option to include the Supplements, along with the man's name plus a bracket of dates (for instance 1950-54) for the Korean War.
His personal number was 417045. His full name is John Leslie Bowler.
As Shaun has said, his citation is available at TNA. Page 3 provides the full citation for why he was awarded the MC.

I was intrigued to note that the Daily Mail report was headed "MCs for 3 hushed up"
Note - The "3" were gazetted 4 July 1952

I was intrigued to note that the Daily Mail report was headed "MCs for 3 hushed up"
Having read the citation I can't see anything particularly contentious about Bowler's MC. The write-up did make the point that he showed considerable tactical awareness for a National Service junior officer. No-one was badly hurt during the particular recce patrol which he led on the night of 3/4 May 1952 and which made contact with a superior enemy force. Personally I don't see his actions as being worthy of an MC, but then I wasn't there. Possibly a case of pour encourager les autres.

I assume the 3 people mentioned are the same three that hanes teulu referred to in connection with the Daily Mail article.

There are two articles about Lt John Bowler in the Surrey Herald and News dated 26 Sept  and 3 Oct 1952, following his return from Korea. In the first he appeals for donations of warm clothing, magazines and games for the troops out in Korea, and in particular for penpals for soldiers who have had no letters from home. The second article reports on the success of the two appeals. Both articles available on FindMyPast or the British Newspaper Archive. Lt Bowler's address is given as Birch Vale, Ashley Drive, Walton, Surrey, presumably his parents' home.
