There's a Williams Smooker (as transcribed) in 1861 born Longparish age 12 son of Frederick and Frances worth looking at but you might need the marriage to confirm his fathers name.

Hinchliffe - Huddersfield Wiltshire
Burroughs - Arlingham Glos
Pick - Frocester Glos

This might be worth looking at

Marriage 1875 Auckland
William Smoker and Ellen Armstrong
The other spouses on the page, Thomas Hansom and Elizabeth Thompson might be in 1881 in Crook.

Birth
1876 Eleanor Frances Smooker mmn Armstrong

There is a death for Eleanor Frances 32 yrs in 1878 and
Lydia Frances 0 yrs in 1878

I can’t see The child Eleanor later

Added
There is a sister to William, I think, named Eleanor Frances.

Happy Searcher,
Is this the family you are searching?
You were wondering why your William was in County Durham but it looks like a family move.

Thanks for all this info guys and so quick!
I'm not researching him per se.  Elizabeth Whitfield nee Graham is my relative and on the 1901 census he is staying with her and it says he is her son in law but I'm pretty certain he's not.  My real question is what is his relation to her if any?
Sorry if I wasn't clear about that in the original post. Jo

Hi again
I can see from what you've come up with that it was a family move north - thank you.
Just gotta nail that Elizabeth Graham/Whitfield connection...!
Thanks so much, Jo

In "census speak"  son in law is often used to describe a stepson
