Elizabeth had a sister Harriet.

Name    Harriett PEPPER

Father    William PEPPER
Mother    Elizabeth

Name    Harriott PEPPER
Gender    Female
Baptism Date    29 Aug 1784
Baptism Place    Folkestone, Kent, England
Father    William PEPPER
Mother    Elizabeth
FHL Film Number    1736721

She married in 1805 to John BATEMAN.

Harriet PEPPER
Marriage Date    2 Jan 1805
Marriage Place    Faversham, Kent, England
Spouse    John BATEMAN
FHL Film Number    1751866

Name    Harriet PEPPER
Marriage Date    2 Jan 1805

Spouse    John BATEMAN
FHL Film Number    1736721

Canterbury marriage licences show the bride as aged 20, daughter of William PEPPER.

Familysearch have been known to put the wrong parish against a transcript.  I have an example where they have listed all of the entries on one film under one parish so originals should always be checked.

Film no 1736721 covers Folkestone, Fordwich, Frinsted & Frittenden.
https://www.familysearch.org/search/catalog/results?count=20&query=%2Bfilm_number%3A1736721
It is likely that this entry was Folkestone as transcribed

Film No 1751866 covers Faversham and Folkestone
https://www.familysearch.org/search/catalog/results?count=20&query=%2Bfilm_number%3A1751866
It is possible that the Faversham entries were wrongly transcribed and should be Folkestone

Thank you for your PM.  I was not doubting that your James Wheeler married a Harriet Pepper but suggesting that maybe you have the wrong Harriet as the Faversham/Folkestone Harriet appears to have married John Bateman

This post from Dundee also suggests that the Faversham/Folkestone Harriet Pepper was probably too old to be yours

If Harriet had a second marriage to William JESSAMINE in 1832 and a daughter baptised in 1833 then biology tells you that it is highly unlikely that Harriet was born in 1774.

Have you discounted the Harriet Pepper who was born 21 Oct 1786 and baptised 26 Oct 1786 at St Margaret, Westminster - her mother was Hannah no father named.
