I know that there is a dot in the middle of the capital C but could it be Fred. Carew?

Whereabouts was this and can he possibly be found in either 1891 or 1901 Census?

Speculation on my part.  In the 1901 census there is a Frederick C Uren living in Surrey, born 1873 in Penzance, Cornwall.  Occupation Civil Engineer.

This could be his birth reg:-

UREN, FREDERICK  CHARLES     CANDY 
GRO Reference: 1872  J Quarter in PENZANCE  Volume 05C  Page 315
Ashford: Somerset, London
England: Devon, London, New Zealand
Holdway: Wiltshire
Hooper: Bristol, Somerset
Knowling: Devon, London
Southcott: Devon, China
Strong: Wiltshire
Watson: Cambridgeshire
White: Bristol
Windo - Gloucestershire, Somerset, Wiltshire
