Electoral Registers were usually taken the year before they were published.
The 1939 National Register (I presume that's what you meant by "Census Register"?) was taken on 29th September 1939.
Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)

Burnley Express, 13 Sep 1939
"The new electoral register is expected to be completed and come into force on October 15th. It is unlikely this date will be altered and arrangements are almost complete.. This register will be the last until the war ends."

Electoral Rolls could be issued both Spring and Autumn. Not sure when this came in?**

The 1939 Register was a snapshot of the situation at that date. Registers were compiled/updated over a period.

** - update
House of Commons, Hansard, 12 Jun 1939
Mr Silkin asked the Sec. of State for the Home Department whether ... he will ... reintroduce the half yearly revision of the electoral list instead of yearly as at present."

Liverpool Echo, 2 Jan 1939
"The first step has been taken for the preparation of the register of electors for 1939 which, it is almost certain, will be required for a general election.
Today it was announced that the home Secretary had informed Registration Officers throughout the country that returns on the appropriate form A or D should be made by all householders or occupiers."

Why are people from Garston called mud men?
Memories of the 'mud-people' still resonate in Garston, a kind of nineteenth century mud lark community that beech-combed the Mersey mud flats for coal and anything else they could find.
People who live " Under The Bridge " in Garston are nicknamed Mudmen - are you by any chance from Garston ???
