Thanks for the info about Francis Reid. I had wondered if he might have been a contractor to the government, or something like that, but I searched for him (only briefly, admittedly) but didn't find him. That article you linked to was very informative.
It is very hard in Australia to trace people without the regular census data as is available in UK. But I will keep trying.
