If you don't know who he was - what is your interest in him? 

If a burial is found - it's not going to have any more info than is on the death cert (ie) no name so what do you hope to achieve?  It will undoubtedly have been a communal grave

Have you checked for any newspaper reports?

All the burial records I have seen for such cases when trawling Parish Registers, simply say unknown man and date of burial.

There are a number of newspaper articles about this, though they say there were 2 men drowned. No names mentioned except that they assumed from items in their clothing (which were on the bank) they were tramway conductors from Liverpool. No mention of where they were buried (not that newspapers often give burial details).
