Help with uniform not necessarily British

Just had this photo sent to me by an American relative. We’ve no idea what this uniform is. Any one got any idea?

Ive no idea about dates but I’ve emailed my cousin in America.
He came across the photo among his mother’s possessions. I don’t think it was labelled at all. I think he’s hoping that if he could get an idea about the uniform it might help work out who the photo is of.

Looks like he has the Queen or King's SA Medal with several clasps
so taken after 1902.

Looks to be 4 clasps so it would be the QSA.
