Hi, Everyone,
Have been trying track down the whereabouts of a John William STEPHENSON, last seen in the 1901 and 1911 Censuses with his family in Albemarle Rd, York.  Born c.1893 in West Hartlepool.  I may have found him in the 1939 Electoral Register, amongst a long list of individuals stretching over 12 pages with just "Barnard Castle" at the top of these pages.  Is there any significance to this list and the vagueness of the precise location of all these people?

Does the first person on the list give any clues such as occupation or?

If Walter Elstrop is the first name his occupation is "Master of Institution P A" 

His wife is Matron.

Wonder what P A is...

It might be the workhouse, with Walter Elstrop as the Master of Institution

Edit:  Idiotic suggestion after noticing the 1939 date!

Did the word Pauper still exist in 1939 to describe individuals in straitened circumstances.  And could A stand for Asylum.  I'm probably very wide of the mark.  Or P for Parochial, perhaps?

The address on the index is 107 Galgate, which was the address of the former workhouse, so probably the infirmary/hospital.

The obituary mentions the Public Assistance Institution.

So guessing that's the P A.

I’m pretty sure P. A. is Public Assistance. The workhouses became known as Public Assistance institutions after the Boards of Guardians were done away with in 1930.
