My wife's GGM was born illegitimate. her mother's subsequent marriage produced 12 children including DNA matches for a half 1C2R at 112 cM and a half 2C1R at 98.5 cM

However, the descendants of one of my wife's GGGM's elder sisters come out as much higher matches
3C matches at 169, 157, 130 and 93.1 cM and 3C1R matches at 130, 128, 108 and 72.8 cM!

Does this point to GGM's unknown father actually being her uncle by marriage?  The unexpectedly high matches then also being half2Cs etc.

Have you ruled out the father being the man the mother subsequently married?

Nothing suggests that GGM's mother married her father. GGM was described as her grandfather's daughter in 1891 and on her marriage certificate but not on her birth certificate, and was never re-registered as might be expected if her parents had married. The DNA matches suggest they didn't as well
