Library and archives Canada query please

I have recently found out, (using DNA) who my great grandfather was and would like more info on the attached jpeg. Does this mean it can only be viewed in the library which would be hard as I'm in England? Also what is "imperial freebies"? He was born in Lancashire in 1884, moved to Canada in 1904 where his parents and siblings joined him in 1906. He then served as RNVR in WW1 . Any help, gratefully received.

When I search I get the archive group as Imperial Gratuities.

It says Gratuities but when I click on his name it says freebies so I would think that's a translation error.
Unless I'm going completely mad, I can't see where it says "how to access records or obtain copies"

Not sure if UK library access to the site would be just UK records or worldwide, but LDS Family History Centres usually have worldwide access to premium sites on their pcs.

Thank you, I couldn't see that anywhere . Typically it's digitalised on ancestry.ca.
  His birth was 1884 but was listed as 1886 in various places.
