How do I research these German Ancestor?

I am looking for the parents of Traugott Otto Werner. I Know he was born on July 12, 1848 in Niederfrohna, Saxony, Germany. So I contacted the Church that holds the records (Kirchenbücher). This was like half a year ago and still no reply. I tried asking again, no reply.

So what should I do If I can't contact them and get the record?

*He married Auguste Clementina Reinhardt (reinhold)

My ancestors attended Ev. Lutheran churches.  I wrote and also emailed the Ev. Lutheren church archives in Braunschweig, (Brunswick), Germany.

The information given isn't free and I don't know the current costs, as I made contact a couple of decades ago.

You could try the Gemeindeverwaltung (local council) in Niederfrohna:
