Is it a dispensation which removes the obligation to have the banns read three times?  Only a guess, and I can't do the rest.

I have not heard of a Vicar Forane. I was thinking of Vicar General  but obviously not that.
Apparently, it is the same as a Dean.

Many thanks to all replies and Watson, I think your suggestion is probably the right translation, looking now at the script.  Thank you for that.  I've looked up the translation and it does appear to mean an override of reading the three banns, but I can't find any explanation as to why?  Is it possible that there might have been an 'urgency' for the couple to get married and time was therefore of the essence?

A V.F is a rural dean. A dean proper is the head of a cathedral chapter.
