Some reason for dispensations:

a) parties emigrating
b) male partner leaving to join the armed forces
c) 'Hurry along wedding' (ie bride is pregnant)  as my mother would have politely put it

Dispensations in banns, that I have seen, simply say "banns", or Latin variants such as banna.
No sign of banns in this entry.

Searches by Google show instances of  "Dispensatio Super Tribus Bannis" and "Dispensatio Super Tribus Proclamationibus".  Presumably, "Dispensatio Super Tribus" is an abbreviated form.
