In 1911 her father is a widower in Maryport living with one son; her mother died Q3 1907.

Have I found the wrong Jane?

Thanks for this. Her mother did die in 1907 and I like you think it probably her. Her younger brother, Joseph Alexander Milligan is also an inmate in the 1911 census. I can only surmise that these two children ended up in the workhouse!!! Older brother Robert is with dad!!!
This is Jane’s husband Hugh in the 1911 census. Their marriage certificate too.
