Mills Family - Acton/Long Melford/Lavenham

Hi,
I have an ancestor James Mills b 1782 born, according to census, in Hull, Yorks. But seemed to live all his life in Acton, Suffolk. Can't find a birth record that fits.
All the trees I've seen give his parents as John Mills (b1754) and Ann Sterne - both from Lavenham. His birth would slot in nicely with their other children, all born Lavenham, but I just can't see why he was born in Hull. Is there actually any proof that his parents were John and Ann? He doesn't feature in John's children on Ray Long's Cosford Database - is that because he wasn't born in Lavenham?
Anyone know? All help gratefully received.

I see that James married his wife Maria Poole in 1838, i.e. post-civil registration. Have you bought their marriage certificate to see whom he names as his father and what occupation he gives for him?

It was registered in Sudbury R.D.

It confirms that James' father was called John, but no occupation given, unfortunately.
