Yes I think the Joseph born Ivingho is the right one.
Service::
1st Reg of Foot: 18 July 1806 to 24 Nov 1807
1st Garrison Battn. 25 Nov 1807 to 6 Sept 1812
3rd Garrison Battn. 7 Sept 1812 to 24 March 1814  Total service 7yrs 249 days

Then I think there is a second record for the same Joseph Belcher as born in Ivingho as well
Out Pension 10 Aug 1814 to 4 June 1815  (not sure what this means)
8th Royal Veteran 5 June 1815 to 3 June 1816 

There is three records for him on F M P and his age is all over the place.

his enlistment into the 3rd Garrison in 1812 gives his age as 49

Brown- Ireland to NZ
Just- Durham to NZ
Battensby-Durham to NZ
Protheroe- Pembrokeshire /London to NZ

There is another poss sibling to Mary Ann  baptized at St Luke, Chelsea, 16 Oct 1816
with address also Calthorpe Place

Louisa Belcher
Baptism  23 Aug 1818   St Luke, Chelsea
Joseph Belcher and Esther Belcher   Joseph listed as a labourer

In the 1841 census living at Brown House Cottages Fulham I noticed a Joseph Belcher age 60 I think (although transcribed as 80) with Louisa Belcher age 20.   They are listed as part of the same household as a Sarah Wheatley and her children.   And there is a marriage on 6 Dec 1847 at Holy Trinty Brompton  of a widow Sarah Whitely to Amos Goater Long with Sarah's father listed as Joseph Belcher !

Yes I think Broom House Cottages as well.

That looks like his death as he is not on the 1851 Census.  I think his age is more likely to be about 80 odd.
