You need to go to www.scotlandspeople.gov.uk, invest in a few credits, and use some of them to view the original birth certificate. It will contain information that is not in the information that is all you have at the moment.

The additional information will include the date and place of the parents' marriage, if they were married at the time of Robert's birth.

You can also view the original census records on the same web site for a small fee.

If Robert was born on 9 July 1891, he will not be in the 1891 census, which was taken 5 April 1891.
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.

I have found a transcription of the 1901 census, at 3 Mitchell's Lane, Turriff, Aberdeenshire
Barbara Burnett       Head Single 36 
Annie Campbell         Daughter 13
Robert Cowie            Son 9
William Grant            Son 7
Jessie Mair                Daughter 5
all allegedly born Monquhitter, Aberdeenshire.
You can (and should) view the original at www.scotlandspeople.gov.uk

So the reason you can't find the marriage before 1891 is that they were not married.

Robert's birth certificate should tell you Alexander Cowie's occupation and his address at the time of Robert's birth.

Looks as if Barbara was born on 1 April 1862, parents William Burnett and Ann Whyte, in which case she didn't know how old she was, or couldn't work it out, or was being less than totally truthful about her age. She was one day short of her 39th birthday on census day, 31 March 1901.

Barbara Burnett, mother's maiden surname White, died in Aberdeen in 1906, aged 43. You can view her death certificate at www.scotlandspeople.go.uk. It will tell you where she died, where she was living at the time of her death, the names of her parents, cause of death, and who registered the death.

There may be records of what happened to her youngest children after her death. Once you know from her death certificate where she lived, you can have a look in the Aberdeen Archives https://archives.aberdeencity.gov.uk/CalmView/default.aspx to see if the Parochial Board (Poor Law) records of her home parish have survived. If so there might be information about Alexander Cowie as well as about the fathers of William and Jessie.
