Yes, but surely his brother would have known about both wives.

Unless of course he was conniving at concealing bigamy? Though that would seem to be at odds with being a civil servant.

Has anyone seen the 1947 marriage certificate to check that father's name an occupation match?

Has Mary Ellen's death certificate been seen?
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.
