MNRP South Shields

My late father-in-law, Arnold Smith, served in the Merchant Navy from 1938 to 1941 when he was medically discharged and brought home from Montevideo. I believe for the remainder of the war he worked for or was a volunteer in South Shields for a group known only to me as MNRP.
Can anyone please enlighten me as to what this organisation was?

Lots of hits in the old Shields newspapers using 'merchant navy reserve pool" (in quotes gives exact matches)

Including one which says new offices were opened at the Mill Dam,  South Shields in Sept 1941
