Does this family appear on the 1911 Census, England?.

Can you describe the people, ages, address for the 1911 Census.

"Elizabeth O'Neill 1906 died 29 Dec 1988 - Age 82

Annie O'Neill   1912  died   16 Mar 1988 - Age 76"

Did Elizabeth and Annie marry?

Where/when/to?

Where and when did they die?

Might suggest if the O'NEILLs remained in Newcastle area.

You might have to buy the marriage certificate.
You will need it for the names of their fathers and Frank/Fred’s occupation anyway.

Order directly from the GRO using the references I gave you.
It is free to register. Unfortunately there is no PDF or jpeg option for marriage certificates. You have to order the full certificate.
