There is a photo of her grave stone on the Ancestry public tree. (Your previous link)
It shows her first name as Florence.

As secondary confirmation that Frances looks to have changed her first name to Florence, she showed on her husband George's death reg as Florence.

I would say that these two entries are a double registration of the birth by efficient clerks. Bessie Forde gave her residence as 3 Salisbury Road (in Newington district). Baby Frances was born at the Royal Maternity Hospital (in St Giles district).
The rule was that if a baby was born in a district other than that of its parents' residence, the birth had to be registered in the district where the birth occurred. The Registrar of the birth district was then instructed to send the details to the Registrar in the district of the parents' residence, and that Registrar copied the details into his register, hence the double listing.
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.
