From the high neck of the dress/ blouse I think late Victorian to Edwardian, so 1890 onwards to a few years in to Edward VII’s reign. 1901-1910.
Queen Mary, GeorgeV’s wife wore that style for a long time.
Someone else may be more precise in dating it.
