Frances Downie also refers in her application to "Mr Sean O’Hickey of Wharton Terrace, Harold's Cross, was 2nd in command of the Liverpool Volunteers". I would guess that this is Sean Hickey, referenced in Frank Thornton's Bureau of Military History witness statement - but I can't find any further track of him, so far.
(There's no Hickey in Wharton Terrace in Harold's Cross in the 1911 Census, anyway, but of course she is probably talking of the time when she's making her application. He doesn't seem to have made any pension application himself.)
