''Spionbaas'' (spyboss)

I saw this job of someone who worked in Ommerschans in the 19th century, which was a place for wanderers and beggars to work. His occupation was ''spionbaas''. I can't find anything about this online, does anyone maybe know what it might mean?

Could it be spoonbas as in bas-relief?
Some created raised patterns on reverse of silver spoons for the posh houses.
