flags/bunting on an old photo

Does anyone know what this event might be?  No date, taken in Stocksbridge, Yorkshire.  It was a large gathering of people, which wasn't unusual (they did love a parade, a gala and Whitsuntide) but this looks to me like something different.  Does anyone recognise the flags and what they might signify?

There appears to be the numbers 22 on one of the flags, if that is a date then it could be George V's coronation on 22nd June 1911

  I thought first of George V, but thought the clothing was from a bit earlier - we need the costume experts!
