North Riding Mental Hospital, York

This was known as North Riding Lunatic Asylum until 1920. How can I find out what date in 1920 it changed and who/what initiated the change? When the NHS was formed in 1948 it became Clifton Hospital.

There are a number of newspaper articles mentioning the Hospital. In December 1924 it is noted as becoming a training school "for male and female mental nurses"

I can also see a reference to J Ivison RUSSELL, "Medical Superintendent, the North Riding Mental Hospital" (being appointed to the Standing Mental Health Advisory Committee)
