I assume that you've looked at the old censuses, as the families living there are listed at the mill cottages.

For. e.g.
Wilson, ,Wagoner at flour mill
Davies, Miller's carter.
Hulson. Flour and corn miller

I could give more details but expect that you've looked at these.

The parish records are online and would show baptisms, marriages and burials that you could follow up from the census listings.

You could use Family Search for free

https://www.familysearch.org/search/collection/list?ec=region%3AWales%2CplaceId%3A1986311%2Cregion%3AUnited%20Kingdom%20and%20Ireland&fcs=placeId%3A1986311

You will need to enrol though.

Otherwise you could use Ancestry or FindMyPast (fees) or via a library.

It will be difficult without names. FindMyPast does have an address search or you could go through page by page.

There are a couple of people in Chirk who might help you. I'll send you a personal message (PM) with their names as we can't mention living people on here.

Old newspapers are also a great resource. Welsh Newspapers Online are free to search and view:
https://newspapers.library.wales

Lots of hits for "Chirk Mill" eg this advertisement from 1824. Lots of names of people there eg
1824  Edward DAVIES
1847  Robert WILLIAMS
1858  Richard MOSES (nice obituary here - https://newspapers.library.wales/view/4581494/4581502/52/%22chirk%20mill%22)
(many more to be found if you search  :D )

Other newspaper collections are also available to search, usually a subscription needed, eg findmypast; British Newspaper Archive, newspapers.com.

Oh, I can't attach an image on this board, however here is the link to the 1824 advertisement.
