Latin margin note to PCC probate 1666

Can anyone help me with this short passage in Latin added to the margin of the probate record of a PCC will? The will - of Richard Cooth of Sherborne - was originally proved by his widow Margaret in 1652 but this was added in 1666. I assume it's something to do with his grandson taking over the administration but my Latin's not up to a full translation.

On the eighteenth day of the month of December in the year of the Lord 1666 there was issued a grant to John Cooth, grandson and next of kin of the said Richard Cooth, deceased, to administer according to the tenor of this will the goods, rights and credits of the said deceased [which were] not fully administered by the aforesaid Margaret, relict and executrix (now in fact deceased), to well etc., sworn by power of commission.
