Like all good theories "one fly in the ointment". Not now 100% sure Emily Sarah Welford is the correct partner to Edwin/Edward Gavell. He certainly had a "Welford" partner

1. March Taylor married Emily Sarah Welford in 1878
2. 2 Children born, Emily Susan Taylor 1879 & March Thomas Taylor 1881. Both have mmn Welford.
3. By 1887 March Taylor snr is co-habiting with an Emma Read (born Birmingham c 1866) and their 1st child Annie Maria Taylor born 1888 mmn Read, all subsequent children have mmn Read.
4. Emily Gavell partner to Edwin/Edward on both 1891/1901 census and Emily diesSQ 1906
5. March Taylor then marries Emma Read 19th November 1906.

I am trying to find the marriage of Edwin Henry Gavell. He was born in 1852, in Shoreditch, the son of Joseph and Hannah Gavell.

A marriage for Edwin if he did marry  is proving pretty elusive 

first child, Maud my ancestor, born about 1887.

Do you have Maud’s birth certificate ? If you do, what are her parents names, father's occupation, address and who was present at birth?

I’m just adding this as I think like jonw65 your suggestion that Edwin & Annie Gavell are living together after the death of their respective spouse/partner seems to be a very good theory - ie Annie Gavell nee Mitchell looks to be the sister in law of Edwin Henry Gavell but no marriage found for Edwin Gavell to Emily Welford
