Although his 3 medals were issued by the LC
his 15 Star will be stamped with the Regt. & no.
he was in when he went overseas.

All 3 medals were under 638542, Labour Corps

Am Puzzled now -
the Cards look like 4702 -17th London for all 3 but issued by the Labour Corps as Jim1 points out. ?

Although the Medal Rolls show that all three medals are on the rolls for the Labour Corps, the fact that he went overseas on the 10th November 1915 (as per the Medal Index Card and the 1914/15 Star Medal Rolls), the medals would relate to his service with the 17th London as the Labour Corps number (638542) was part of a block of numbers (622800 to 649400) which were issued from July to September 1918. (refer to the book 'No Labour, No Battle' by Starling and Lee)

Where the LC info appears the column header says
If transferred - Present Regt. Rank & Unit so as he
transferred into the LC that would be correct.

15 Star 17th. London Btn. 4702
BW & V medals Labour Corps 638542
It might be worth adding (just to add to the confusion)
he would have been with the 17th. Btn. when he qualified
for all 3.

In addition his service record still exists & he transferred to the LC
in Aug. 1917.
Wounded Sept. 1916 & remained in the UK after that
So all his LC service was in the UK (with an employment & agricultural Coy.)
Not germane to the question but thought you might like to know.
