I have checked the Medal Rolls and only 1 Joseph Charles Palmer comes up:-

8303 1st Battalion Royal Berkshire Regiment, discharged due to wounds 2 June 1916. Silver War Badge entry shows that he had enlisted 8 August 1906 -- could be your man enlisting after recovering from wounds - born 1889 would make him 16 or 17 years of age on 8 August 1906, feasible to enlist in peacetime at that age.

I find the unit details difficult to read in that image. If my reading of the top line is correct as BEF then there should be a medal or two; however I can also see Home Est - which indicates not serving abroad so no medal entitlement.
A check with the TNA guide says that campaign medals after 1 April 1918, i.e. in RAF rather than RFC service, will only be found in the man's service record.

Does this Record for him of RFC/RAF 1918 Muster Roll for 82074 Joseph Charles Palmer not mean there must be an Army Medal Card
for that for his British War Medal and Victory Medal awarded for that 1917 to 1919 period in France ?

Medals awarded to RFC / RAF men are not on the Army Medal Rolls / Medal Index Cards. As you can see from the second page of his RFC/RAF record, he was awarded both BWM and VM (for his RFC/RAF service overseas) and they are recorded in Book 8; Page 150 -- I don't know where these books are kept assuming that they still exist.
