I may be off track but tried to follow every Walter born c 1865 +/- 5 years on Census from 1871.

Most were still around in 1891 onwards.

This one intrigued me;

1871 Census
Sarah Freeman 49 Head Widow Machinist born St Marton le Grand, Middlesex
Ellen Fanter 15   Daughter Machinist born Peckham, Kent
Richards Fanter 10 Son born Camberwell, Surrey
Walter Freeman 5 Son Scholar born London
+ 2 Lodgers and a nurse child in house

Bad image but all look like Freeman to me.
Ellens pob was Peckham

Having trouble finding family in any other Census ::)
