help please with Dropbox

Dropbox is driving me mad. I have the basic free plan.
I have been trying to delete files from both my PC and Dropbox as I really don`t need to keep a lot of the stuff.
I`ve unsynced  lots of files / documents with Dropbox for the time being but the Documents folder is still  synced.
When I try to delete a file / document from Dropbox it also deletes it from my PC, then if I restore it , it goes back to Dropbox where I don

Ooops that shouldn`t have gone.

As you can probably guess I have not got a clue .
I`ve attached an image for Dropbox showing the green tick to show that the Documents folder 
is synced ( I think)

What is happening is how Dropbox works, you make a change on one and it changes on the other.

You can stop this behaviour by doing this under "Can I stop syncing specific folders?":

 Thanks. I am getting into a real mess. I have ended up with the entire contents of my PC trying to be  uploaded to Dropbox. Aaaargh  ::)

Is is possible just to delete my account and create a new one starting from scratch.
