Can anyone translate this German record?

I am researching the Rocca/Kobelar families in Italy and I found this record. Can any one read this?

This was sent to me, so I don't where they found this or the date.

If this is written in German, it might help attract German speakers if you add “German” and maybe “translation” to your subject heading.

It might also help if you put this in context. Where did this come from and what is it (such as “it’s a birth record from a bmd site)?

Also, do you have a date for it?

It is a bit of a messy scrawl.  ;)
