Missing Charles Gandar in 1861

I have several records for Charles Buck Gandar (1814-1886), including his children being born in Kenningon.

I have found newspaper records stating he acquired the License of the Lord Holland Tavern, Holland Street, South Lambeth in 1852 and it was transferred from him in September 1861.

So I very much expect him to be at (or very near) the Lord Holland Tavern for the 1861 census.

But I can't find the entry.

Is this one of the missing censuses, or am I just bad at searching?

I've tried Anc*y and FindMyPast to no avail.

5 pieces of the Middlesex 1861 are missing

The Lord Holland was at 31 Holland Street. That stretch of Holland Street seems to be missing from the 1861 census.
