Help needed to decipher WWI Military Service Record in French

Hello Rootschatters,

I am working on a WWI mililtary service record that is in French.  There are quite a few areas that I'm having trouble deciphering so I've attached the section in its entirety.  In the next paragraph of this post I've set out my interpretation so far.  Any help is greatly appreciated.

I have one more snippet from another WWI French Military Service Record that I need help with.  This time I have highlighted the phrase in yellow that is giving me difficulties.  I have "idiotie sieds ....?".
Any help greatly appreciated.

I wasn't expecting such a quick response.  But, this is great.  I tried every letter but P on the second word and the third word just had me completely lost.

I had the idiocy and was trying to make it fit with explanations such as from birth, but, of course, that would have involved the word naissance somewhere along the way.  Flat feet.  Never would have guessed.

Foot and ankle deformities are particularly recognized as common orthopedic problems in patients with Down syndrome. Flat foot is also a common orthopedic complaint for patients with Down syndrome. A previous radiographic study demonstrated that 58% of patients with Down syndrome have flat foot.

The combination of idiocy and flat feet could well mean that the person had Down syndrome.

Yes , but life expectancy for people with a Down syndrome (called trisomiques in France ) was 9 years ´old .
