why are his British War Medal and Victory Medal under 1st King's and not the Royal Engineers ?

His BWM and VM were awarded as he entered a theatre of war with the 1st KLR -- snippet image courtesy of Ancestry

I just assumed his British War Medal and Victory Medal would be issued under the later Regt per the Medal Index Card

This is not reflected on his Medal Roll.
His number indicates Waterways & Railways.
I would suggest he re-joined but didn't serve overseas with the RE.

If you look at the second image that I posted, you will see that he suffered a Gun Shot Wound to his buttock on the 12th November 1914. I haven't (yet) found him on a Casualty List.
