Patrick was baptised on 14 March 1842 in Carrick-on-Suir RC parish, the son of William Fanning and Anne Norris, the sponsors were Michael Quirke and Ellen Cahill, note the address - 'Lough St':

Note the following potential siblings for Patrick in the same RC parish:

- Mary baptised for parents William Fanning and Anne 'Noriss' on 29 April 1834, the sponsors were Joseph Kennedy and Mary Anne Hyland, the address was 'Lough Street':
https://registers.nli.ie/registers/vtls000632156#page/4/mode/1up (left page, bottom half)

- Thomas baptised for parents William Fanning and 'Honora Noriss' on 10 December 1836, the sponsors were Thomas Cantwill (well?) and Ellen Quirke, the address was 'Lough St.':
https://registers.nli.ie/registers/vtls000632156#page/55/mode/1up (right page, top half)

- John baptised for parents William Fanning and Anne 'Noriss' on 24 June 1839, the sponsors were Walter Shea and Ellen Kennedy, this time the address was 'Green Side':

Greenside in Carrick-on-Suir can be found on a modern map.  The following link shows a reference to Lough St. being the former name for Kickham, so my initial guess is that it was somewhere in the vicinity of modern day Kickham Street, which is near Greenside.

William Fanning married Anne Norris on 22 January 1827 in Windgap,  County Kilkenny.

If you look at that marriage record in the Windgap RC parish register below, it gives the couple's residence ('Eorum Residentia') as 'Lamogue':
https://registers.nli.ie/registers/vtls000631968#page/14/mode/1up (both pages, one entry up from bottom)

I wonder if that meant Lamoge townland below?
https://www.townlands.ie/kilkenny/kells/tullahought/kilmaganny/lamoge/

Griffith's Valuation shows a couple of Norris folk there (print date for that area was 1850).

Added: One of the spellings (there are three) for Lamoge in Tullahought parish in the Tithe Applotment Books is 'Lamogue' and the record shows a Michael Norris there, no year stated, but should be 1820s/30s:

I'm seeing lots of 'hits' for the surname Norris associated with Lamoge, including Norris BMDs, in the second half of the 1800s (before that, record availability is much poorer generally).  The 1901 Ireland census shows that surname still there.  But relatively few Fanning references. A possibility has to be that Lamoge was the Norris homestead and that William Fanning came from a neigbouring area or farther afield.

This 1800s OS map confirms the location of Lough St. (as expected):
