Have you looked for the births of Louisa’s children on freebmd then used GRO online to determine her maiden name?

https://www.gro.gov.uk/gro/content/certificates/Login.asp

Having determined her maiden name you can check for a marriage for Louisa?  One of the children was born pre 1851 so have you checked the 1851 entry?

The 1861 entry shows 2 sons both called William - one 12 & 1 aged 3??

I think it has been previously explained to you on another thread

www.freebmd.org.uk - look for a birth

Then use the GRO online link given above to look up the birth to get the mothers maiden name

Then use freebmd to search for the marriage to a Powell

Where does Louisa fit into your FH?

On the 1871 Census, Redditch, Worcestershire; there Is a Louisa Powell b.1821 (50), Clanveyanglecomer, Monmouthshire, Widowed and a Dressmaker.
There are five children John W Powell b.1849; James J Powell b.1848; Richard J Powell b. 1852; Emily Powell b.1854; and Ellen Powell b.1864 – all were born in Herefordshire. I have found most on the GRO registered in Ross Union with mmn Hughes.

I cannot find a Louisa Hughes marrying a Powell, nor her birth in Monmouthshire; maybe they did not marry.
