Arthur MacMurrough Kavanagh drawing

I'm wondering who drew this picture of Arthur MacMurrough Kavanagh (used as a frontispiece on his cousin's biography of him - Boase; Sarah L. Steele, The Right Honourable Arthur Macmorrough Kavanagh (1891) - and perhaps the scrawled caption may give some clue. The book's on archive.org if the required small image doesn't work.

I'm also wondering if Colonel Sir Dermot McMorrough Kavanagh GCVO was his grandson.

The inscription doesn't help as it just says "Believe me [yours] very truly" then the signature.

The artist has signed it near the lapel.

Blowing up the image from the copy of the book at archive.org, I thought it might be Godfrey, with a less legible forename.

On doing an image search I found the same portrait at the BBC, attributed to Carlow County Library. Might they be able to help?

It would be nice if it was, though there's always the possibility that Godfrey (if that's what it says) was the engraver or printmaker rather than the original artist. I did find a John Godfrey of the right period, although the examples that I checked had his name shown in a very different style:

Not sure it was Burton's style. Here's his picture of George Eliot for comparison.
