I think the answer is yes!

I have been getting these emails on a regular basis and dump them into the Junk Mail.

There is so much of this about now.
Take care.

How do you know it came from Microsoft?
If you hover the cursor over the sender, you can see the actual email address used.
Anyone can send an email claiming they are Microsoft!

You could try going to outlook.live.com and try logging in. If you cannot, there should be an account recovery, or password recovery option.

Its not just Microsoft, I tried to set it up on my new PC and gave up.

I just tried to set up another email programme on my Windows 11 PC and gave up on that too and deleted it.

Thank goodness for my iPad and a very old Windows laptop where the old Outlook still works.
