Have you considered he was born William Taylor and his mum later married a Mr. Smith?.

There is this one on the GRO

William Smith March quarter 1854 Vol 10B page 54 Newcastle Upon Tyne with no mothers maiden name - illegitimate.

1861 possibly the one with mother Mary age 31 in Bedlington
