Uniform and date help, please

I have two photos of, allegedly, the same man, b. 1897 - on the group photo, he's the man far left holding the horse's rein. 

1.  Do you think they're the same man?
2.  Does the RN one look pre-WW1, please?
3.  Can anyone identify the regiment of the man in the group photo, please?

Royal Horse Artillery Regt
Not looks like the same man in the Royal Navy possibly end of WW1 and he served 4 years

Thanks.  Do you know the significance of the 4 stripes on the lower sleeve of the sailor, please?

The 4 inverted chevrons on his right arm signify that he served overseas for 4 years.

Would that be 4 years overseas with the RN, or could it have been the army?

As he is in Naval uniform, I would say that the 4 years were served with the Royal Navy.

Well, I do and I don't - if you see what I mean  :)

I'm told that it's this chap - https://royalleicestershireregiment.org.uk/entity/4098121-taylor-charles-daniel?q=
but I have my doubts.  The fact that Taylor went overseas as early in the war as he did, suggests to me that he already had some military experience before war was declared, yet if his date of birth is correct, he would have only been 17 in October 1914, so that's young to have the appropriate experience. 

I don't quite see how he could be the youngish looking chap holding the horse's rein and the sailor with four years overseas service.

Any help/suggestions would be gratefully received.

I would suggest that the date of birth in the link that you posted is wrong, a 17 year old would not of been sent to France in October 1914 -- of course he could have enlisted and lied about his age.
