WW1 Medals number issued ?

Pte Moses Board

His 1914/15 Star was issued under 1869

I have assumed his British War Medal and Victory were issued under his
 new 1917 number and final number 225509

But someone claims all 3 were under 1869 so I am puzzled

Any Opinions?

14/15 Star was awarded under rank & no. on entry to a theatre of war
& the V & BW medals were awarded on rank & no. at discharge.
All of the Monmouth Btn's were TF so the Roll is correct.
His new number is in the block allocated for the 1/Monmouths.
His MIC also has both numbers.

I am of the Opinion that the British War Medal and Victory Medal were issued under 225509
But have had a different opinion sent to me saying all under 1869
Am now confused

This is his MIC as you can see his BW & V medals are in different ink.
