Can you please tell me (I’ve been googling but am still confused) in this context Is the octave of St Martin the Eighth day after the feast of St M.? Or is it the whole 8 day period following the said feast.

In a legal context, octave is the whole 8-day period. You will also find
quindene
, for a 15-day period.
