I don't think there's any court martial involved here. What appears to have happened is that Cpl Wood has applied to revert to the rank of private (paid as a LCPL) and his commanding officer, in approving the request, certifies that Wood is not motivated by a desire to avoid some disciplinary action. The hand written bit at the end refers to a Part II Order No 72 Para 14 dated 25 Sept 1918. A Part II order is a routine notification about an event or action sent between the unit and its parent Record Office or Regimental Pay Office, on which administrative action needs to be taken.
