See:

https://www.nam.ac.uk/explore/regimental-medals

Note in particular the part, "In 1830, the Army introduced the official Long Service and Good Conduct Medal, which is still presented today. Subsequently, regimental medals for good conduct and long service were rarely issued".

So, presumably issued by the Regiment itself, i.e. the 8th (King's) King's Regiment of Foot (according to Wikipedia, so-named from 1759-1881). So, presumably this was issued some time between 1759 and 1830.

Hope that is of some help.

I should have added, if your friend is happy to do so, cleaning up the hallmark (if necessary) so that it can be read will also help to narrow down the date awarded to a 'no earlier than' year.
