Trying to see if I can name this fellow from the US
This is probably an impossible long shot
The last name Meffert in this town seems to be as popular as Smith

Written on the back
? Meffert
Waunakee (WI) Main St

I think the first name was chopped off when the image was cut for the oval frame
Also, he looks young, so the name on the back could be that of a parent
All the writing under the line is just the style of frame and prices
Purchased in Crystal Lake, IL

It could be

-lin. Or - lm (in which case I would think an abbreviation of William)  but I think that stroke up to the ‘l’ might rule that out?
