You can get a digital copy of the birth certificate for £2-50. One you have the mother’s name you can look for a possible marriage for her. If she kept the child he may have taken the stepfather’s.

Thanks for your help, but he is not on any census after his 1885 birth?

How do you know he is not on any census, if his mother married after his birth, he may have taken a stepfather’s name as I said. Then you would need to look for him under that name. I have come across many such examples in both my own and other people’s trees.
CHOULES All ,  COKER Harwich Essex & Rochester Kent
COLE Gt. Oakley, & Lt. Oakley, Essex.
DUNCAN Kent
EVERITT Colchester,  Dovercourt & Harwich Essex

KING Sturminster Newton, Dorset. MONK Odiham Ham.
SCOTT Wrabness, Essex
WILKINS Stour Provost, Dorset.
WICKHAM All in North Essex.
WICKHAM Medway Towns, Kent from 1880
WICKHAM, Ipswich, Suffolk.

That is the one I was looking at Kay.  I had previously been looking at 1901 and mistakenly put 1891.
